If I was born in USA, I may be an architectural labor（Armed Profession）who holds a diploma of senior high school. Actually, because I didn't want to memorize all of the detail and follow the school's schedule completely, I didn't have a good grade to apply for the school of next educational stage. Even if I could apply for a school, I still wouldn't obtain the scholarship. As everyone knows, the university tuition is very expensive in USA, so that I might just hold a diploma of senior high school. Why do I want to become an architectural labor in USA?
If you investigate the career salary in USA, you shall know that the architectural labor has a very high pay. This is the reason why I might be an architectural labor. However, I was born in Taiwan, and I hold my B.S. and M.S. at NTUST and NTU respectively. Both of the degrees are the highest academic titles in Taiwan, and I can plan, design or supervise the engineering project. If you really understand the school textbooks, you will pass the entrance examination. Why not? It's a different life for me, and I want to say it's unfair.
Which country is Taiwanese learning objective? Taiwan has Taiwan's way, and the aimlessness learning is not necessary. The educational background is very important in Taiwan, but it's more important in USA or the developed countries. If you want to do the academic research, you shall need a Ph.D. to let the other scholars believe your ability. If you intend to be an engineer, you shall need a M.S. in Eng. and pass the P.E. exam. If you hope to become a layer, you shall need to read for a Juris Doctor and pass the layer exam. You need a degree, especially a good degree. Many people just waste their time to read for a Ph.D. to serve as an easy job with a high pay, but they cannot contribute anything to the country or the world in fact. If you really want to raise your ability, you shall read for a suitable degree for yourself.
Every license or public servant has to pass its Examination for One time, and then he or she is able to obtain the permanent position. Actually, if every license or public servant can also be applied for by the citizens, most of the citizens will be possible to criticize such kind of policy. Why? It's unfair. In the democratic age, the politicians have to pass the election every four years, so that they can continue to hold their position. If you have a license or the qualification of public servant, the government also can request you to pass the same examination again in four years. Hence, before your license or the qualification of public servant is at maturity, you have four times to take the same examinations. This is a democratic approach, and it can bring many strong points which the government can maintain everyone's professional ability, for example. On the other hand, because the elder people have a large number of experiences, they shall be easier to pass the examination than the younger people.
In Taiwan, the most high schools want to maintain its school ranking, so that they oppose the 12 years national education. I strongly think this CANNOT be the reason to oppose the policy, but the educational human resources are centralized in the big cities or some specific regions. Hence, the students have to read for the high schools by the entrance examination so as to let the educational human resources be distributed reasonably. Besides, the entrance examination can request the students to study the school textbooks, so that all of the students have the fundamental educational level. This is the educational meaning.
