If you are an architect for planning this land, you shall hope the planning land is regular. Once the planning land is non-regular, the structural engineer will be hard to design. In the Section 1.6 of Taiwan's Earthquake Code, the structure will be non-regular structure if the Wang's land isn't part of it. Hence, the structure must be analyzed by the structural dynamic analysis procedure, and it will bring many non-necessary problems compared with the normal design procedure. Although Japanese Gate Tower Building has become a tourist spot, but it is not a good learning objective for the other countries. Why? Both of building and bridge affect each other, so that they have to pay higher maintenance cost.
Whether the Legislative Yuan changes the Urban Renewal Act, there are always few people who don't agree the renewal planning. Besides, the most people don't know the renewal spirit, so that they oppose the relative renewal project. However, I think the real purpose of Urban Renewal Act is to DIVEST your LAND to share the other people. According to the Investigation Rule of Land Price, the land price is adopted by the real price from the surrounding area. You can obtain a reasonable land price and house price, but the price is the value before the land development has completed by the builders. The land value depends on which type of land purpose, and the builders holds the real power of the capital, development and planning. Of course, you don't have the capital, and you don't know how to develop and plan the land. Hence, you don't have the right to share the builders' efforts, so that you should accept the builders' reasonable conditions.
In Taiwan, the government hasn't strictly limited the area develop of urban planning, so that you can find the commercial firms in the residential areas. As everyone knows, the convenience stores are everywhere, 7-11, FamilyMart, … and so on, for examples. Hence, the 1st storey has the commercial value as a shop front, and it is different from the other storey. Besides, Taiwanese householders always occupancy the public land, by the railing, so that they has larger space than the other storey. According to the two main reasons, the householders of the 1st storey think they want to choose the 1st storey for the planning building. I think it is reasonable, but the building shouldn't provide 33 householders for the 1st storey. They can draw who can own the 1st storey, and it should be the only method.
Taiwan doesn't have enough land to develop its economy, and the government cannot always compromise with few people. Or, the city cannot continue its development. Of course, the government must divest the householders' land, and the Urban Renewal Act is just authorized the builders to develop the land freely. The objective of Urban Renewal Act is old houses, but new houses. Hence, the planning region doesn't include an apartment near it, but the builders have different treatment. If the builders want to obtain the land of the apartment, they will pay more money to obtain it. Why? The builder does not only buy the land, but also buy the house on the land. The main problem is the engineering cost. I propose some personal opinions, and I hope you can understand what the real problem is.
