Abstract
The proposed engineering planning is the Civil Engineering for Africa.

I. Civil Engineering for Africa
In the African countries, the lateral and vertical railways are built to form a complete railway system, and the coastal countries build up the international ports at the same time. In such kind of situation, the Africa can become an Economic System of Port Trade, and the African economy must be accelerated by the framework. In transportation engineering, the province highways should be planned by the African countries, and the county highways are the next planned item for the traffics.
The land development and planning is following as the next engineering project, and the selected positions should consider the relative province and county highways. In the land development, the common duct must be planned in the road center line; the relative items include the water pipe, rain sewer, foul sewer, telephone wire, cable wire, civil fiber cable, military fiber cable, and so on. Besides, the pipes and sewers should be put on the bottom, and the electric wires must be put on the top.
On the surface, the drainage system must be planned at the same time, and the detention pool should be considered to reduce the runoff. In the site planning, the site elevation is the assumed building ground level, but the elevation difference must consider the runoff direction. The architectural structures are designed in the regions of the land development, and the bridge structures are designed with the pavements to cross the rivers.
After the African countries have the higher economic level, the airport building must be extended with the rigid pavements to raise the traffic volume. If the tunnel is not the necessary item, the African countries may adopt the detour way. The dam is considered to solve the drinking water problem, and the dam planning should be as early as possible. Several decades later, the African countries may raise the economic power, and the African people must own the better life than before.
