我提過我反對偏鄉學校，我主張把偏鄉學校的學生，全部都調下來市區念書，政府以公共工程模式，在學校蓋不是很高的宿舍，結構設計的耐震力要夠高。我是採用監護教師的名義，在全國挑選優秀的教師，以監護人身份在管理宿舍學生，而白天照樣可以在校內正常教課，於晚上同學生住校做好管理工作。學生有對於課業有疑問，監護教師能答覆課業問題，例如：國英數物化。住校模式形成後，校內平常就會有數百個學生，國中和國小校區應當禁止一般人入校，而高中和高職校區可以允許一般人入校，此為考慮刑事犯罪的綁架相關問題。監護教師應該有２批教師，考慮平常在星期六、日仍要留校，但是以一星期工作５天為原則，因而必須考慮輪休模式來留校。監護教師的授課時數較少，應當花部分時間在分析學生，以確實做好宿舍學生的管理。

For the safety of students, the elementary schools and junior high schools should forbid the admittance for the civilians, but the senior high schools or universities may permit the admittance to provide their functionalities. In the rest system, the guardian teachers have two batches of teachers, and they may take turns resting from Monday to Sunday.
