Why do you need to agree the builders' reasonable conditions? I know you want to eat a candy, and therefore the government has to solve this problem to help the builders. However, the urban renewal has to continue its progress, or the city is going to stop its development. Although the bulk incentive is reasonable, you should still invite the professional persons to help you. Which kind of professional person? Real Estate Appraiser, for example.
