I.　　Introduction

　　In the specific countries, the western systems are not suitable for them to establish their urban planning frameworks, and the urban planning frameworks should be re-organized to form the new shapes.

II.　　Urban Planning Framework

　　The various industries can be planned to centralize in the urban planning regions one by one, and the relative companies can be located in the same region to raise the communicational frequencies. All of the urban planning regions are re-organized to form the 1st order industry, 2nd order industry, …, and so on, and the locations of these regions should be considered by their relationships.

III.　　Conclusion

　　The proposed urban planning framework is very suitable for the specific countries.

　　The special roadway of outskirts is proposed to establish the special urban planning for the industrial cities.

I.　　Special Roadway of Outskirts

　　The industrial factories can be located in the outskirts to produce the goods, and the government can set up the special roadway for them from the outskirts to the highway. All of the crossroads have much waiting time, 10 minutes, for example, and the special transportation system should be on the working time and working days. The pupils cannot leave school too early, but they should stay in the school to come off work.
