Yunlin Port
Abstract
The Yunlin Port can reduce the burdens of the Taichung Port and Kaohsiung Port in Taiwan.

I. Introduction
In Taiwan, the Taichung Port and Kaohsiung Port are located in the western Taiwan, but the cargo works may require building a new port in the recent decades. Besides, the Taichung Port is one of the Ten Major Construction Projects to complete its construction (Port of Taichung), and the Kaohsiung Port, the largest port in Taiwan, has expended its hinterland and building one time (Port of Kaohsiung). In such kind of situations, the Yunlin Port is the proposed construction project to solve the cargo import and export requirements, and the primary target country is the mainland China to reduce the burdens of the Taichung Port and Kaohsiung Port.
II. Yunlin Port
In Taiwan, the Yunlin County must provide one highway junction for the Yunlin Port, and it is not necessary to build the 2nd highway junction to raise the construction cost. The primary reason is the Yunlin County just has the small latitude scope, and the cargo works shouldn't be larger than the Taichung Port to require building more than one highway junction. In Yunlin Country, the county highway should provide the cargo works to connect the highway junction and Yunlin Port, and the Yunlin Port should provide several connectional cargo roads to avoid the traffic congestion around its hinterland.
In the surrounding regions of the Yunlin Port, the Yunlin Export Processing Zone should be planned by the governmental ministry, and the relative urban planning must be considered cooperating with the operations of the Yunlin Port at the same time. Besides, the Yunlin County is an agricultural county originally, but the new development direction should be the industrial city. The Yunlin County should re-organize the urban planning, and the industrial areas should be located in the western Yunlin. The commercial and residential areas should be located in the eastern Yunlin, and both of the two areas should be mixed up in the non-industrial areas.
The target Provinces of the mainland China are the Fujian Province and Zhejiang Province for the land transportation of the highway and railway, and the Chinese Taiwan businessmen who are the supply chains of Taiwanese corporations should consider establishing their factories in the two provinces for the western Taiwan. The Shanghai Port, Tianjin Port, and Dalian Port are the target ports of the Taichung Port, and the Kaohsiung Port should remain the Xiamen Port and Hong Kong for the mainland China. After the Yunlin Port is established in Yunlin County, the Taichung Port and Kaohsiung Port should adjust the cargo import and export.
In Taiwan, the Tainan City has the selective ports to export the cargoes, and this city may own the better position for the industrial productions. In the western Taiwan, the Hsinchu City should export their cargo to the Taichung Port and Kaohsiung Port, and the Yunlin Port may reduce some of the cargoes in the Kaohsiung Port. The primary advantage is the land transportation reduces the traffic expenses, and furthermore the transit time can cut down more than two hours on the highway. The commercial influence shouldn't include Keelung Port and Hualien Port, and both of the two ports maintain the original cargo import and export.
The engineering planning of the Yunlin Port should spend 5~7 years, and the detail procedures include the General Idea, Urban Planning, Transportation Planning, and Port Planning. After the government completes the engineering planning, the engineering planning should spend 1~2 years to execute the engineering design, including the geologic prospecting, engineering surveying, structural analysis, structural design, and foundation design. The Yunlin Port should spend 3~4 years to execute the construction project, and the engineering project requires 9~13 years to complete the whole port. If possible, the 12 years is the best executing time.
III. Conclusion
The Yunlin Port can reduce the burdens of the Taichung Port and Kaohsiung Port in Taiwan.
