Abstract
In the cmhuang fraction conjecture, the truncation error of non-repeating decimal must be less than a specific value, but the value may not be the constant value for the same assembly of A, B, and C. After A and B are defined by the administrator, the public key, C=A/B, must decide the truncation error. How does the administrator decide the value?
