In the 12th 5-year plan of the mainland China, the raising salary plan is a part of it and has caused the result which Taiwanese businessmen cannot adapt to the investing environment and conditions. In several magazines, the reasons and details had been analyzed, and actually many countries' businessmen had left earlier than Taiwanese businessmen. Of course, compared with the past, the present investing environment has produced the variations, and the mainland China requires the different companies which can adapt the new industrial structure.
I think the raising salary plan is not a bad schedule, but the raising speed is too fast to let so many foreign companies be not able to continue to exist. If so many foreign companies cease doing business, the job market may increase a large number of unemployed labors. In such kind of situations, the labor salary must be decreased naturally, and the Government needs to find new investing businessmen from the foreign countries. I think the present higher salary is a false appearance, and the Government must prepare to maintain the job opportunities.
Compared with the mainland China, the raising speed of Vietnam's salary plan is slower, and the Taiwanese businessmen can adjust the costs and adapt the investing environment. Of course, Vietnam follows the step of the mainland China, and has cheaper labors for the Taiwanese businessmen. However, if the foreign companies leave too fast, the Government won't immediately change the labor market to provide enough job opportunities. I think the mainland China should consider the resistant ability of most industries for the investing environment, and let most businessmen own enough time to adjust their costs.
In Taiwan, the National Conference on Industrial Development had held on December 10-11, 2012, and the Government tried to import more foreign labors and reduce the environmental standard. The Government is preparing to let Taiwanese businessmen in the mainland China come back, which is the so-called "鮭魚返鄉" in Chinese, and the labor salary and pollution of the environment must be the good conditions which may be similar to the mainland China. As everyone knows, such kind of manufactures is Taiwanese past industries, and Taiwanese businessmen should think about how to raise the value for your own products.
In the annual international competitions of the inventions, Taiwanese are the often invincibility, and these inventions may be valuable to produce and sale. Besides, the Government must promote to develop the products in specific fields, and establish the technical organization to train or guide the industrial development. Money is the most important problem, and therefore the Government must let a part of the cost of research and development be offset in the TAX. The Government needs to adjust the offset ratio, and may focus on several targeted fields.
